Trustees For Change Proposal Policies to Enable Charter Schools

Trustee Candidate Cary Moore Emphasizes Contrast With Labour Council Slate’s Approach

Thursday, September 17 th , 2026 – CHILLIWACK – At the third of their “Six Big Ideas” announcements, the Trustees for Change put forward their charter schools policy at an announcement headlined by their candidate, Cary Moore.

Moore explained that there is an increasing and more pressing need for greater choice in the public system, “more Chilliwack families are leaving the public school system every year. Independent schools, home schools and we want parents to have a choice. Right now, while wealthier families can send their kids to private schools… not everybody has that choice. And, when they leave not only do they take their kids; they take their engagement and they take their per student provincial funding. A shrinking system is not being protected; it is being abandoned. Our job is to give families a reason to stay [and to return.]”

“Parents who want similar programming should be able to pool their efforts and build that inside the public school system, with public funding, no tuition and certified unionized teachers. I want to make that very clear. We know this question is going to come up. They will ask, ‘Where will you get the teachers from? Who is going to teach there?’ It is all going to be standard, unionized, certified teachers.”

Moore further explained that there are two parts to the policy, first, “the board will use the authority it already has to make it easier for parents to bring forward new programs of choice.” Second, “the board will formally ask the province to enact charter school legislation. We know that people who are against this are going to say ‘we can’t do this anyway.’” While conceding that this may be the case to some extent, Moore noted that problems at the provincial level can be easily solved, “It has never been brought to the provincial legislature, whereas Alberta has had this since 1994. Alberta families have that but BC families have not.”

Contrasting Approaches, Contrasting Campaigns

“Here at Salish Park in Chilliwack today,” Moore stated in his introductory remarks, “we are presenting our third big idea, which is more parental choice inside the public school system. As a team, we are thinking things through, how we can expand our vision we want to do here, the type of change we want to have here in Chilliwack… Who am I? I am Cary Moore, a Metis father of six. We’ve been in the school system for many years. I have spent three years on the District Parent Advisory Council.”

In his concluding remarks, Moore also explained that Trustees for Change are not just taking policy positions that contrast the incumbent board majority. “We are running a positive campaign on meaningful inclusion and academic excellence with more parental involvement… So, this is the contrast: the other slate, they have already told you what they will do with an idea like this: nothing, not a better version but nothing. They are the slate that says ‘It can’t be done!’ We are the team asking ‘How can it be done?’”

“Charter schools aren’t the whole answer. No single idea is but a board won’t even ask the question isn’t governing. It’s taking dictation. Our school system isn’t perfect. That is why home schooling and private schooling are rising. We truly want our public school system to thrive, not just survive. The other slate have effectively declared themselves the ‘no slate.’ We can’t be that way because we are the team that asks ‘How can we do that? How can we make the improvements people are asking for?’”

Moore ended with an exhortation to the audience to elect all five members of the slate, to give Trustees for Change a necessary governing majority. “We are offering you a seat at the table again. It’s been a long time. If you want that seat, you need to vote and bring your friends.”
